Beginning July 1, 2022, the threshold for professional services that require a University Professional Services Agreement (PSA) is increasing from $10,000 to $20,000. Users should note that there are no changes to the paper payroll voucher process with the new threshold. Services that are paid to an individual $10,000 or greater require University Payroll review and a paper payroll voucher to be completed.   

Professional service that will require the university’s contract template for PSA: 

• Professional services $20,000 or greater 
• If the supplier requires a signed contract, including if the purchase is under $20,000 

Professional services that will not require the university’s contract template for PSA: 

• Professional services under $20,000 

• If the supplier for services under $20,000 does not require a signed scope of work, only a university purchase order is required before beginning work
